The Forever Open rules update: more banned items, pet summon rules clarified

Tips Out, who runs the level 30 dueling tournament The Forever Open, announced a rules update on the tournament Discord ahead of the Qualifiers. It targets bugs, exploits and broken items found over the past few days, and the rules document has been updated to match.

The announcement

Over the past few days, we've discovered several bugs, exploits, and broken items. The updated rules-and-guidelines addresses many of them, but some issues unfortunately can't be resolved through rules. As always, we have summarized the rule changes below, but please check the rules document for the full update.

Clarifications

Our methodology with our rulesets has always been the same: We start with as few rules as possible and add rules only when we believe an issue has a serious effect on fairness, the viewing experience, or event logistics. A rule we can't enforce reliably at this scale isn't a useful rule. While this update is larger than we had hoped, we deemed it necessary.

As stated in the rules, the ruleset may change at any time. Each competitor is responsible for staying up to date on the latest version. The qualifier rules may also differ from the finals rules: with fewer competitors in the finals, some rules will be easier to enforce consistently.
